The Board of
Supervisors of the County of Inyo, State of California, met in regular session
at the hour of 9:15 a.m., on March 19,
2002, in the Board of Supervisors Room, County Administrative Center,
Independence, with the following Supervisors present:
Chairperson Linda Arcularius presiding, Ervin R. Lent, Carroll M.
Hambleton, Jr., and Michael Dorame. Supervisor
Bear was absent. Supervisor
Hambleton provided the Invocation, and Supervisor Lent led the Pledge of
Allegiance.

Public Comment
|
The
Chairperson announced the public comment period.
Kathryn Guidero, Independence Resident, addressed a problem of
finding a place to copy in Independence now that the Information Services
no longer provides this service. The
County Administrator indicated that he would look into the matter and
agendize a discussion of this for the April 16, 2002, Board of Supervisors
Meeting. Dr. Susan Holgate,
Director of Health & Human Services, updated the Board on a meeting
she had attended regarding pending legislation on in-home services
employees. Ms. Monika Watterson, Transit Program Director, informed
the Board of rural grant funding which has been awarded to the County in
the amount of approximately $755,000.
Ms. Watterson explained that the grant funding had an 11% County
match and that the funding would be used to furnish the new bus terminal
offices and to replace fleet vehicles.

H&H-Misc./Bishop
Plaza Office Lease
|
Moved by Supervisor Hambleton and seconded by
Supervisor Dorame to approve exercising the lease option to renew the
Contract between the County of Inyo and the Parsons Family Trust for
office space at 1351 Rocking W Drive (Bishop Plaza), at the rate of
$3,702.40 per month for the period of July 1, 2002, through June 30, 2003,
contingent upon the Board’s adoption of future budgets and authorize the
Health & Human Services Fiscal Director to provide the Parsons Family
Trust with written notice exercising the option to renew the lease.
Motion carried unanimously, with Supervisor Bear absent.

Coroner/Franke
Contract
|
The County Administrator responded to a question
from Supervisor Dorame, explaining that the $.60 mileage reimbursement
rate will be paid only if there are no reimbursement funds available from
other sources. Moved by
Supervisor Dorame and seconded by Supervisor Lent to approve the Contract
between the County of Inyo and Robert A. Franke, for Deputy Coroner
services, in an amount not to exceed $760 per month; and authorize the
Chairperson to sign. Motion
carried unanimously, with Supervisor Bear absent.

Comm./Cargo Container P.O.
|
Moved by Supervisor Lent and seconded by Supervisor
Hambleton to award the quotation for and approve the purchase of a 20 ft.
x 8 ft. x 8.5 ft. reconditioned steel cargo storage container from the low
bidder, Martin Container, Inc., in the amount of $2,477 plus tax.
Motion carried unanimously, with Supervisor Bear absent.

Comm./Weight Truck for Mule Days
|
Moved
by Supervisor Dorame and seconded by Supervisor Hambleton to approve the
use of the weight truck for the Mule Pulling Contest, Sunday, May 26,
2002, during the Mule Days events at the Tri-County Fairgrounds.
Motion carried unanimously, with Supervisor Bear absent.

Comm./Intern Services Invoice.
|
Supervisor
Bear joined the meeting at 9:45 a.m.
With regard to the request to approve an invoice for intern
services for the Agricultural Commissioners office, Supervisor Dorame
asked for clarification of the item which indicates the use of a vehicle,
asking why the amount was so high for just a week which is what is
reflected on the invoice. The
Ag Commissioner responded that he believed the amount was for use for the
season. The Board postponed, until later in the meeting, further
discussion on this item asking the Ag Commissioner to get an answer to
Supervisor Dorame’s question as quickly as possible.

Transit/Change
in Authorized Strength
|
Ms. Monika
Watterson, Transit Program Director, provided additional information and
further justification for the request to add a Transit Dispatcher and a
Driver to handle the demands of the Mono County dial-a-ride program.
Moved by Supervisor Hambleton and seconded by Supervisor Bear to
approve a change in authorized strength by adding one Transit Dispatcher
position at Range 50 ($1,976 - $2,401) and one Driver position at Range 43
($1,682 - $2,045) and authorize an open recruitment to fill these
positions. Motion carried
unanimously.

Reconvene
|
The
Chairperson recessed the regular meeting at 10:00 a.m., reconvening at
10:10 a.m., with all Board Members present.

Ordinance
1052/ Wireless Communications Facilities
|
On a
motion by Supervisor Dorame and a second by Supervisor Lent, Ordinance
1052 entitled “An Ordinance of the Board of Supervisors of the County of
Inyo, State of California, adding Chapter 18.76, entitled ‘Regulation of
Wireless Communications Facilities,’ to the Inyo County Code and
Repealing Ordinance No. 1039,” is adopted and direction is given to the
Planning Department Staff to file the required Notice of Exemption
pursuant to the California Environmental Quality Act (CEQA): motion
unanimously passed and adopted.

Comm./Intern Position Invoice
|
The Ag
Commission responded to the question regarding the amount reflected in the
Eastern Sierra Institute of Collaborative Education’s invoice for the
use of a vehicle. He
confirmed that the amount reflected in the invoice was for the three month
period of the program and not for a week as noted.
Moved by Supervisor Dorame and seconded by Supervisor Lent to
authorize the payment of Invoice #50 from Eastern Sierra Institute for
Collaborative Education for intern services in the amount of $8,500.
Motion carried unanimously.

Resol.
#2002-16/ Sunland Cemetery Property Transfer
|
Representatives
of the Bishop Paiute Tribe thanked the Board for consideration of the
action which will transfer the Sunland Cemetery property to the Tribe.
On a motion by Supervisor Lent and a second
by Supervisor Bear, Resolution No. 2002-16 entitled “A Resolution
of the Board of Supervisors of the County of Inyo, State of California,
Approving and Authorizing the Transfer of the Sunland Cemetery Property to
the Bishop Paiute Tribe” is adopted and authorization is given for the
County Administrator to execute on behalf of the Board and the County any
documents, including any deed or deeds, necessary to effectuate the
conveyance authorized by the Resolution was approved: motion unanimously
passed and adopted.

Reports
|
The
Chairperson suspended Board Members Reports because of the need for
several Board Members to travel to Sacramento for the CSAC Legislative
Conference and for Supervisor Bear to travel to Southern California for a
Children and Families Commission Conference.

Closed Session
|
The
Chairperson recessed open session at 10:30 a.m., to convene in closed
session, with all Board Members present, to address Agenda Items No. 10.

North Main Street, Big Pine, CA; Negotiating Parties-County of Inyo and

Report on Closed Session
|
The
Chairperson recessed closed session at 11:20 a.m., to convene in open
session to receive a report on closed session.
County Counsel reported there were no items discussed in closed
session which were required by law to be reported on in open session.

Adjournment
|
The
Chairperson adjourned the regular meeting at 11:20 a.m., to 9:00 a.m.,
March 26, 2002, in the Board of Supervisors Room, at the County
Administrative Center, in Independence.
