SPECIAL MEETING
The Board of Supervisors of the County of Inyo, State of
California, met in special session at the hour of 6:35 p.m., on Monday,
January 13, 2003, at Statham Hall, 138 Jackson Street, in Lone Pine, with
the following Supervisors present: Chairperson
Michael Dorame presiding, Linda Arcularius, Julie Bear, Ted Williams, and
Carroll M. Hambleton, Jr. Supervisor
Bear led the Pledge of Allegiance.

Public
Comment
|
The
Chairperson announced the public comment period and there was no one from
the public wishing to speak.

Planning Dept./ Land Releases in Lone Pine per Water Agreement
|
Ms. Andrea Clark,
Resource Management Coordinator, reviewed the Staff Report and
recommendations regarding the Los Angeles-owned parcels that have been
selected for release by the Lone Pine Land and Water Advisory Committee.
Ms. Clark amended the total number of acres reflected in the Staff Report
for Category II from 13.2 to 13.5 acres.
Mr. Gene Mathern, of Lone Pine, requested the Board consider having
the County purchase the land and then release it for public sale,
explaining that he had development plans for one of the areas identified.
Ms. Jaque Hickman, Lone Pine Resident, asked that the Board include
two parcels of land which at the time of the Land and Water Advisory
Committee’s recommendations were being leased and are now available.
She identified the parcels as (1) the old Amerigas location and (2)
the old Frosty Freeze location. Ms.
Hickman explained that the buildings on those sites are considered
abandoned and the release of the lands would enhance those parcels
currently identified for release. The Board, Staff and members of the audience
continued to discuss the Staff recommendations.
Moved by Supervisor Bear and seconded by Supervisor Hambleton to
approve the parcels recommended by the Lone Pine Land and Water Advisory
Committee that are identified in Attachment A, Category I and include
those parcels identified by Ms. Hickman, and direct staff to move forward
in conferring with LADWP on the release of the parcels, recognizing that
it is possible that this process may not occur until after the 75-acre
release has been identified. Motion
carried unanimously.
Moved by Supervisor Arcularius and seconded by
Supervisor Williams to approve the parcel recommended by the Lone Pine
Land and Water Advisory Committee that is identified in Attachment A,
Category II, amended to reflect 13.5 total acres, and direct staff to move
forward in conferring with the LADWP regarding the release of these
parcels and proceed with any necessary CEQA processes.
Motion carried unanimously.
