The Board of
Supervisors of the County of Inyo, State of California, met in special session
at the hour of a.m. 8:30 a.m., on Thursday, February
27, 2003, in the Board of Supervisors Room, County Administrative Center,
Independence, with the following Supervisors present:
Chairperson Michael Dorame presiding, Linda Arcularius, Julie Bear, Ted
Williams, and Carroll M. Hambleton, Jr.

Comment
|
The
Chairperson announced the public comment period and there was no one from
the public wishing to address the Board.

Closed Session
|
The Chairperson convened in closed session to
address Agenda Item No. 2. PERSONNEL
(Pursuant to Government Code Section 54957) - Public Employee
Performance Evaluation - Title: Director of Planning.

Recess/
Reconvene
|
The Chairperson recessed closed session at
12:10 p.m., reconvening at 1:05 p.m., with all Board Members present
except Supervisor Bear, who had excused herself from the rest of the
meeting because of her need to attend another meeting.

The Board continued to address the previously
announced closed session item.

The Chairperson recessed closed session at
2:30 p.m., to reconvene at 2:45 p.m., with all Board Members present
except Supervisor Bear.

The Chairperson recessed closed session at
2:55 p.m., to reconvene in open session, with all Board Members present,
except Supervisor Bear to receive a report on closed. Session.

Report on Closed Session
|
County Counsel reported that with regard to Agenda Item No.
2. PERSONNEL (Pursuant to
Government Code Section 54957) - Public Employee Performance Evaluation -
Title: Director of Planning, the Board in a unanimous vote, with
Supervisors Arcularius, Bear, Williams, Hambleton and Dorame, voting yes,
have elected to terminate, Mr. Chuck Thistlethwaite’s employment with
the County of Inyo as the Planning Director, without cause and at will,
under Section 11 of his employment Agreement; his last day of employment
will be August 26, 2003, per section 11 of the Agreement.

Adjournment
|
The Chairperson adjourned the special meeting at 4:10 p.m.
