SPECIAL MEETING
The Board of Supervisors of the County of Inyo, State of
California, met in special session at the hour of 8:25 a.m., on Friday,
March 28, 2003, in the Board of Supervisors Room, County Administrative
Center, Independence, with the following Supervisors present:
Chairperson Michael Dorame presiding, Linda Arcularius, Ted Williams, and
Carroll M. Hambleton, Jr. Supervisor
Julie Bear was absent. Supervisor
Hambleton provided the Invocation, and Supervisor Arcularius led the Pledge of
Allegiance.

Public Comment
|
The
Chairperson announced the public comment period and there was no one from
the public wishing to address the Board. The Chairperson, Supervisor
Dorame, read into the record Resolution No. 2003-17, honoring the men and
women serving in the United States Armed Forces, which the Board had
directed be drafted by Staff and approved at the Annual Death Valley
Meeting.

County Dept. Reports
|
The
Chairperson announced the County Department Report period. Assistant County Counsel, Allen Berrey, updated the Board
on the status of the Coso Tax Litigation, announcing that the presiding
Judge in the matter has issued the Statement of Decision and the County of
Inyo has prevailed. At the
conclusion of his remarks the Assistant County Counsel provided the Board
Members with a copy of the “Decision.”

CAO-Purchasing/
Lewis Contract
|
Moved by Supervisor Hambleton and seconded by
Supervisor Williams to approve the Contract between the County of Inyo and
Sally Lewis for personal services for the purposes of maintaining the
purchasing function, for the period of April 1, 2003, through June 30,
2003, in an amount not to exceed $5,000; and authorize the Chairperson to
sign. Motion carried
unanimously, with Supervisor Bear absent.

Serv./Insight P.O.
|
Moved by Supervisor Hambleton and seconded by
Supervisor Williams to designate Insight Public Sector as sole-source
provider for Microsoft software products through January 31, 2005,
extending the date to coincide with the Microsoft Agreement.
Motion carried unanimously, with Supervisor Bear absent.

Integ.
Waste/Tire Amnesty Event
|
Moved by Supervisor Hambleton and seconded by
Supervisor Williams to A) authorize Integrated Waste Management to conduct
a two-day Waste Tire Amnesty Event on Friday, April 11 and Saturday, April
12, 2003; and B) authorize waiving the fees associated with the
disposal/recycling of waste automotive tires for the two-day event.
Motion carried unanimously, with Supervisor Bear absent.

County Counsel/ Conflict Biennial Reports & Conflict Code
|
Moved by Supervisor Hambleton and seconded by
Supervisor Williams to receive and approve the 2002 Conflict of Interest
Code Biennial Reports from the Local Agencies as recommended by Staff and
receive and approve the Lone Pine Community Services District Conflict of
Interest Code. Motion carried
unanimously, with Supervisor Bear absent.

|
The Chairperson recessed open session at 8:45
a.m., to convene in closed session with all Board Members present, except
Supervisor Bear, to discuss Agenda Items No. 3.

Report on Closed Session
|
The Vice-Chairperson, Supervisor Hambleton,
acting as Chairperson reconvened in open session with all Board Members
present, except Supervisors Bear and Dorame.
The County Administrator reported there were no items discussed in
closed session, which were required by law to be reported on in open
session.

Parks/Parks Advisory Comm.
Appointments
|
Supervisor Arcularius explained that
Supervisor Bear had conveyed her desire to have Joy Melgard appointed to
the Parks Advisory Committee from the Second District. Moved by Supervisor Arcularius and seconded by Supervisor
Williams to appoint Mr. Gayle Holbrook representing the First District,
Ms. Joy Melgard representing the Second District and Mr. Shane Huntley
representing the Fourth District, to serve on the Parks Advisory Committee
to complete two-year terms ending December 8, 2004. Motion carried unanimously, with Supervisors Bear and
Dorame absent.

Hlth/Pysc. Salary
|
At the request of the County Administrator the item
from the Health and Human Services Department regarding consideration of
an increase in salary for the County Psychiatrist from a flat rate of
$7,025 per month to a flat rate of $9,000 per month, effective April 1,
2003, was pulled from consideration.

Planning Dept./ USGS DV
Ground Water Monitoring Program
|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to ratify the Agreement between the County of Inyo
and the United States Geological Survey for hydrologic support services
for the period of March 14, 2003, through September 20, 2003, in an amount
not to exceed $186,832, contingent upon the Board’s adoption of future
budgets and the DOE’s funding of the Death Valley Regional Ground Water
Monitoring Program; and authorize the Chairperson to sign, contingent upon
the appropriate signatures being obtained.
Motion carried unanimously, with Supervisors Bear and Dorame
absent.

Hydrodynamics Contract For DV Ground Water Program
|
Moved by Supervisor Arcularius and seconded
by Supervisor Williams to ratify the Contract between the County of Inyo
and Hydrodynamics Group L.L.C., for hydrologic support services for the
period of February 1, 2003, through June 30, 2005, in an amount not to
exceed $288,136, contingent upon the Board’s adoption of future budgets
and DOE’s funding for the Death Valley Regional Ground Water Monitoring
Program; and authorize the Chairperson to sign contingent upon the
appropriate signatures being obtained.
Motion carried unanimously, with Supervisors Bear and Dorame
absent.

Org./L.P. C of C/ Marathon
|
Moved by Supervisor Arcularius and seconded
by Supervisor Williams to support the 25th Annual Wild Wild
West Marathon to be held on May 3, 2003, and authorize the Public Works
Director to issue permits as required.
Motion carried unanimously, with Supervisors Bear and Dorame
absent.
