County of Inyo

The Chairperson announced the public comment period.  Supervisor Dorame addressed an issue, which arose in Lone Pine concerning vandalism of campaign brochures and literature. He asked everyone to respect the election process and encouraged people to speak with the candidates about their concerns rather than to take their frustrations out through vandalism.

The Chairperson announced the County Department Report period.  Ms. Jean Dickinson, Health and Human Services Director, reported on a Welfare Directors Association meeting, which she attended.  The County Administrator reported on a CAOC Budget update meeting, which he had attended.  Mr. Mendez notified the Board that at the meeting the County Administrator’s were informed that the CSAC Board of Directors are not going to support the Governor’s bond measure until the additional local property tax shift to the schools is eliminated.  He and the Board discussed the pros and cons of this bargaining position, with the County Administrator indicating that he would keep the Board informed on this and other budget issues as more information is forthcoming.

The Chairperson recessed open session at 9:20 a.m., to convene in a workshop with County Counsel regarding County Enforcement of Public Rights of Way Across Private Property.   The Chairperson recessed the workshop at 10:40 a.m., reconvening in open session at 10:45 a.m., with all Board Members present.

Sheriff/COPS Funding Use Public Hearing

The Chairperson opened the public hearing at 10:47 a.m., to gather ­input from the public regarding the intended use for the AB3229 Citizen’s Option for Public Safety (COPS) monies.  The Sheriff reviewed the Staff Report and his recommendations for the use of COPS money.  There being no one from the public wishing to address this issue, the Chairperson closed the public hearing at 10:50 a.m.

Sheriff/Budget Amendment re: COPS Money

Moved by Supervisor Dorame and seconded by Supervisor Arcularius to amend the FY 2003/04 County Budget as follows: A) decrease estimated revenue in Sheriff’s Safety Budget Unit #022710, Sheriff’s AB443 (Revenue Code #4486) by $60,969, and increase estimated revenue in Citizens Option for Public Safety (COPS) (Revenue Code #4488) by $60,969, to partially fund three (3) Deputy Sheriff Trainee positions; and B) increase estimated revenue in Jail Safety Budget Unit 022910, Citizens Option for Public Safety (COPS) (Revenue Code #4488) by $5,316 and increase appropriation in Overtime (Object Code #5003) by $5,316.   Motion carried unanimously.

CAO-Personnel/ Change in Holiday Schedule

Moved by Supervisor Williams and seconded by Supervisor Dorame to declare Thursday, February 12, 2004, as an official County workday and recognize, Friday, February 13, 2004 as the official date for Lincoln’s Birthday holiday for Inyo County employees.  Motion carried unanimously.

CAO-Personnel/ Casey and Assoc. Contract

CAO-Purchasing/ Printer P.O.

Moved by Supervisor Williams and seconded by Supervisor Dorame to award Quote #28-2003 for and approve the purchase of one (1) printer from GHA Technologies in an amount not to exceed $2,411.44, plus tax.  Motion carried unanimously.

Library/Holiday Closure Dates

Moved by Supervisor Williams and seconded by Supervisor Dorame to authorize all library branches be closed on the following Saturdays because of 3-day holiday weekends; February 14, May 29, September 4, and November 27, 2004.  Motion carried unanimously.

HHS-Health Serv./ MCH Compliance and Certification Form

Moved by Supervisor Williams and seconded by Supervisor Dorame to approve the Maternal Child Health (MCH) Allocation Funding between the County of Inyo and the Department of Health Services in the amount of $148,522, for FY 2003-2004 and authorize the Chairperson to sign the MCH Policy Compliance and Certification Funding form.  Motion carried unanimously.

Rd. Dept./Tree Removal

Moved by Supervisor Williams and seconded by Supervisor Dorame to authorize the Road Department personnel to remove the following A) two ash tress in the road right of way at 104 S. Lone Pine Avenue, in Lone Pine; and B) one tree in the road right of way at 109 N. Hay Street, in Lone Pine.  Motion carried unanimously.

HHS-Behavioral Hlth./Safe & Drug Free Grant Contract

Moved by Supervisor Williams and seconded by Supervisor Dorame to approve the Contract between the County of Inyo and the California Department of Alcohol and Drug Programs (Safe and Drug Free Schools and Communities Grant) for prevention funds in an amount not to exceed $200,000 for the period of January 1, 2004, through December 31, 2004; and authorize the Chairperson to sign.  Motion carried unanimously.
