The
Board of Supervisors of the County of Inyo, State of California, met in regular
session at the hour of 9:05 a.m., Tuesday,
June 1, 2004, in the
Board of Supervisors Room, County Administrative Center, Independence, with the
following Supervisors present:
Chairperson Carroll “Butch” Hambleton presiding, Linda Arcularius,
Ted Williams, and Michael Dorame.
Supervisor Julie Bear was absent.
Supervisor Hambleton provided the Invocation, and Supervisor Dorame led
the Pledge of Allegiance.

Public
Comment
|
The Chairperson announced the public comment period and
there was no one from the public wishing to address the Board.
|
| County Dept. Reports
|
The
Chairperson announced the County Department Report period.
Ms. Jean Dickinson, Director of Health and Human Services, provided
the Board with a copy of the Annual Report on the In-Home Supportive
Services Program, from Community Service Solutions.

HHS-Children’s Services Council/ Hummingbird Funding
|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to approve a purchase order to Hummingbird Family
Resource Center for the purchase of consumable education supplies and
general operating expenses, in an amount not to exceed $2,706.43, from the
Children’s Trust Funds for FY 2003-04.
Motion carried unanimously, with
Supervisor Bear absent.

HHS-Behavioral Hlth./Crestwood Behavioral Hlth. Contract
|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to approve the Contract between the County of Inyo
and Crestwood Behavioral Health, Inc., for residential placement of adults
in a locked facility for the period of July 1, 2004, through June 30,
2005, in an amount not to exceed $66,000, contingent upon the Board’s
adoption of a FY 2004/05 budget; and authorize the Chairperson to sign.
Motion carried unanimously, with
Supervisor Bear absent.

HHS-Behavioral Hlth./Vista Pacifica Contract
|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to approve the Contract between the County of Inyo
and Vista Pacifica Center for the provision of mental health placement
services for the period of July 1, 2004, through June 30, 2005, in an
amount not to exceed $50,000, contingent upon the Board’s adoption of a
FY 2004/05 budget; and authorize the Chairperson to sign.
Motion carried unanimously, with
Supervisor Bear absent.

Org./Coalition of Chambers Project Funding
|
Dr. Bob Meador, representing the Coalition of
Chambers provided additional information on the two Coalition projects for
which funding is being requested. Moved
by Supervisor Arcularius and seconded by Supervisor Williams to approve
amendments to the GIS contracts between the County of Inyo and the
following for two Coalition of Chamber projects; and authorize the County
Administrator to sign, contingent upon the appropriate signatures being
obtained: A) Big Pine Chamber
of Commerce, increasing the amount by $2,500; and B) Bishop Chamber of
Commerce, increasing the amount by $3,200.
Motion carried unanimously, with Supervisor Bear absent.

Resol. #2004-17/ RCRC-BOS
Scholarship
|
Supervisor Williams informed the Board that
he was recommending that $500 RCRC-RAI-Board of Supervisors 2004
Scholarships be awarded to Bishop High School Graduates, Shannon Christy
Ann Mera-Schreiner and Jose Manuel Huerta Muro.
On a motion by Supervisor Williams and a second by Supervisor
Arcularius, Resolution No. 2004-17 was approved awarding two five hundred
dollar ($500) RCRC-RAI-Board of Supervisors 2004 Scholarships as
recommended by Supervisor Williams to Shannon Christy Ann Mera-Schreiner
and Jose Manuel Huerta Muro: motion
unanimously passed and adopted, with Supervisor Bear absent.

Resol. #2004-18/ PARS
Separation Incentive Plan
|
The County Administrator provided
additional information and further clarification on the recommendation to
offer a PARS Separation Incentive Plan, including (a) that the Plan would
only be offered if there were sufficient savings to the County; (b) that
the recommendation was to fill only 25% of those positions left vacant due
to the Plan; (c) that once the County offers the Plan and it is accepted
by the individual it is irrevocable; (d) that the Plan may be tailored to
meet the needs of the County which is different from PERS which has
mandated requirements; and (e) that the majority of those offered and
taking the Plan will be retired by July 31, 2004.
On a motion by Supervisor Dorame and a second by Supervisor
Arcularius, Resolution No. 2004-18 was approved authorizing the
establishment of the PARS Separation Incentive Plan to be administered by
Phase II Systems, PARS Trust Administrator for County Employees and
appointing the County Administrator or his/her designee as the Plan
Administrator: motion unanimously passed and adopted, with Supervisor Bear
absent.

CAO-Personnel/ MOU with EOAA
|
Moved by Supervisor Arcularius and seconded
by Supervisor Williams to approve the Comprehensive Memorandum of
Understanding between the County of Inyo and the Elected Officials
Assistants Association (EOAA) for the period of July 1, 2003, through June
30, 2005, and authorize the Chairperson to sign, contingent upon the
appropriate signatures being obtained.
Motion carried unanimously, with
Supervisor Bear absent.

Resol #2004-19/ PERS on PERS
EOAA
|
On a motion by Supervisor Arcularius and a
second by Supervisor Williams, Resolution No. 2004-19 was approved,
electing to pay and report the value of employer-paid member contributions
to the PERS Retirement System: motion
unanimously passed and adopted, with Supervisor Bear absent.

County Counsel/ Kirby
Contract
|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to approve the Agreement between the County of Inyo
and John D. Kirby, A.P.C., for the provision of legal services for the
period of July 1, 2004, through June 30, 2005, in an amount not to exceed
$170,000, contingent upon the Board’s adoption of a FY 2004/05 budget;
and authorize the Chairperson to sign.
Motion carried unanimously, with
Supervisor Bear absent.

HHS-Tobacco Prgm./Budget
Amendment
|
Ms. Lita Shepard of the Health and Human
Services Department, requested a correction to the recommendation, asking
that the Revenue Code be changed from Operating Transfer In, #4998, to
State Grants, #4498. Moved by
Supervisor Arcularius and seconded by Supervisor Williams to amend the FY
2003/04 County Tobacco Tax Budget by A) transferring $43.14 of prior year
fund balance from 2001/2002 Fund #6573 to 2003/2004 Fund #6390; B)
transferring $15,734.39 of prior year fund balance from 2002/2003 Fund
#6589 to 2003/04 Fund #6390; and C) appropriate additional revenue of
$8,500 in the 2003/04 Budget Unit 640303, State Grants (Revenue
Code #4498) along with transferred fund balance for a total of $24,277.53 to the
following object codes: Other Benefits (Object
Code #5043) by $1,101; Office and Other Equipment (Object Code #5232) by $5,000; Advertising (Object Code #5263) by $10,000, General Operating (Object Code #5311) by $4,676.53; Travel (Object
Code #5331) by $2,500; and Motor Pool (Object
Code #5333) by $1,000.

|
On a motion by Supervisor Dorame and a second
by Supervisor Arcularius, Resolution No. 2004-20 was approved authorizing
the Public Works Department to proceed with the Lone Pine Park
Rehabilitation Project with County forces:
motion unanimously passed and adopted, with Supervisor Bear absent.

|
Moved by Supervisor Williams and seconded by
Supervisor Arcularius to approve the minutes of the May 18, 2004, Board of
Supervisors Meeting. Motion

|
The County Administrator provided information
regarding the Governor’s May Revise of the budget and the potential
ramifications to the County.

Reports
|
The Board Members reported on their
activities during the preceding week, including a Mental Health Meeting,
the RCRC Board Meeting, the SACPA Meeting, and with Supervisor Hambleton
informing the Board that Mike Chrisman, the Secretary for Resources, has
contacted him regarding the County of Inyo’s position on the proposed
DWP Conservancy, explaining that he had indicated Inyo County’s desire
to be kept informed and to participate in any discussions regarding the
conservancy.

|
The Chairperson recessed the regular meeting at
11:30 a.m., to reconvene in closed session at 12:20 p.m., with all Board
Members present, except Supervisor Bear.
