The Board of Supervisors of
the County of Inyo, State of California, met in regular session at the hour of
9:20 a.m., on Tuesday, December 7, 2004,
in the Board of Supervisors Room, County Administrative Center, Independence,
with the following Supervisors present: Chairperson
Carroll “Butch” Hambleton presiding, Linda Arcularius, Julie Bear, Ted
Williams and Michael Dorame. Supervisor
Hambleton provided the Invocation, and Supervisor Bear led the Pledge of
Allegiance.

Comment
|
The
Chairperson acknowledged today’s date, December 7, 2004, as a historic
date and thanked all the American’s including his father who fought
during World War II to protect our Country.
The Chairperson went on to announce the public comment period and
there was no one from the public wishing to address the Board.

| County
Dept. Reports
|
The
Chairperson announced the County Department Report period. The Auditor-Controller, Ms. Leslie Chapman, requested
permission to install VITA software on her County laptop computer to allow
her to do Pro Bono income tax preparation for the County’s seniors.
The Board requested that this item be agendized for next week’s
meeting in order to consider the request.

| Org.-Arts
Council/Waiver of Fees
|
Ms.
Lynn Cooper, Executive Director of the Arts Council, provided additional
information and further clarification on the request to waive Millpond
Recreation Area fees for this year’s Music Festival.
Ms. Cooper indicated the group’s willingness to perform volunteer
work at the facility for this waive as provided for in the County’s
ordinance. The County
Administrator indicated that Parks would work with the Arts Council on
waiving the fees as provided in the ordinance and informed the Board that
no further action by the Board was required.

Position
|
Moved
by Supervisor Arcularius and seconded by Supervisor Bear to authorize the
recruitment and hiring of a full time, benefited INET Investigator at
Range 68 ($3,544 - $4,492) to be assigned to the INET Task Force.
Motion
carried unanimously.

| CAO-Gen./Coso
Donation
|
The
County Administrator explained that the request by the Coso Operating
partners for the Board to accept a donation to the County Library was
being pulled until after a planning application filed by the Partner’s
has completed the process. Mr.
Mendez explained that the recommendation to not consider the donation was
being made to ensure that there is no misunderstanding regarding the
determination on the application.

| Sheriff/Radio
Project Final Report
|
The
Undersheriff, Jack Goodrich, provided the final report on the Sheriff’s
Radio Project. At the
conclusion of the presentation, the Board of Supervisors congratulated the
Sheriff, the Undersheriff and Staff on the successful conclusion of this
important project. The County
Administrator reviewed the budget for the project and presented the
Sheriff with a “project plaque” to be hung in the dispatch center
which commemorates the project.

Waste/ Bishop Waste Contract Amendment
|
Moved
by Supervisor Bear and seconded by Supervisor Williams to approve
Amendment No. 1 to the Contract between the County of Inyo and Bishop
Waste Disposal for solid waste transfer services from Darwin decreasing
the per empty bin expense per Schedule of Fees and authorize the
Chairperson to sign. Motion
carried unanimously.

#2004-60/ Poleta Rd. Completion
|
On
a motion by Supervisor Bear and a second by Supervisor Williams,
Resolution No. 2004-60 was approved, accepting the improvements and
authorizing the recording of a Notice of Completion for the Poleta Road
Improvement Project: motion unanimously passed and adopted.
