The Board of Supervisors of the County of Inyo, State of
California, met in special session at the hour of 9:00 a.m., on Tuesday, February
4, 2005, in the Board of Supervisors Room, County Administrative Center,
Independence, with the following Supervisors present:
Chairperson Ted Williams presiding, Linda Arcularius, Susan Cash, Jim
Bilyeu, and Richard Cervantes.

Comment
|
The
Chairperson announced public comment and there was no one from the public
wishing to address the Board.

Closed
Session
|
The
Chairperson recessed open session at 9:02 a.m., to convene in closed
session to discuss Agenda Items No. 2.
PERSONNEL (Pursuant to Government Code Section 54957)– Public
Employee Decision to Appoint - Title - Director of Environmental Health;
Item No. 3. PERSONNEL
(Pursuant to Government Code Section 54957.6)– Instructions to Negotiators re: wages, salaries and benefits; Title:
Director of Environmental Health - Negotiator: Members of the Board of Supervisors as designated;
and Item No. 3A. PERSONNEL
(Pursuant to Government Code Section 54957)– Public Employee
Appointment - Title - Director of Public Works.

Report
on Closed Session
|
The
Chairperson recessed closed session at 3:35 p.m., to reconvene in open
session, to receive a report on closed session.
County Counsel reported that
the Board of Supervisors, in a unanimous vote, with Supervisors Arcularius,
Cash, Williams, Bilyeu and Cervantes voting yes, appointed Mr. Marvin
Moskowitz as the Environmental Health Director, with the effective date to
be determined, at a salary beginning at $6,300 per month, to be increased
to $6,500 in one year after a satisfactory evaluation and subject to the
approval of a Contract during open session at a regularly scheduled Board
of Supervisors Meeting.

Chairperson adjourned the special meeting at 3:35 p.m.
