Board of Supervisors

The Board of Supervisors of the County of Inyo, State of California, met in special session at the hour of 9:00 a.m., on Thursday, January 12, 2006, in the Board of Supervisors Room, County Administrative Center, Independence, with the following Supervisors present:   Chairperson Susan Cash presiding, Linda Arcularius, Ted Williams, Jim Bilyeu, and Richard Cervantes.   Supervisor Bilyeu provided the Invocation, and Supervisor Cervantes led the Pledge of Allegiance.

Public Comment

The Chairperson announced the public comment period and there was no one from the public wishing to address the Board.

Closed Session

The Chairperson recessed open session at 9:01 a.m., to convene in closed session with all Board Members present to discuss the Agenda Items No. 2.   PERSONNEL (Pursuant to Government Code § 54957) – Public Employee Appointment - Title – Director of Public Works; and No. 3.   CONFERENCE WITH LABOR NEGOTIATOR  [Pursuant to Government Code §54957.6] - Instructions to Negotiators re: wages, salaries and benefits – Title – Director of Public Works - Negotiator:   Members of the Board of Supervisors as designated.   The Chairperson recessed closed session at 12:10 p.m., to reconvene at 1:00 p.m., with all Board Members present.  

Report on Closed Session

The Chairperson recessed closed session at 3:35 p.m., to reconvene in open session to receive a report on closed session.   County Counsel reported that with regard to closed session items the Board of Supervisors, on a three-to-two vote, with Supervisors Arcularius, Williams and Cervantes voting yes, and with Supervisors Cash and Bilyeu voting no, is pleased to announce the appointment of Mr. Ron Chegwidden as the Director of Public Works at a salary of $7,500 per month contingent upon the completion of the necessary process and procedures for appointment, with a contract to be brought back for Board approval at the conclusion of the process.

The Chairperson adjourned the special meeting at 3:35 p.m.
