SPECIAL MEETING

 

The Board of Supervisors of the County of Inyo, State of California, met in special session at the hour of 9:00 a.m., on Tuesday, October 31, 2006, in the Board of Supervisors Room, County Administrative Center, Independence, with the following Supervisors present:   Chairperson Susan Cash presiding, Linda Arcularius, Ted Williams, Jim Bilyeu, and Richard Cervantes.   Supervisor Bilyeu provided the Invocation, and Supervisor Cash led the Pledge of Allegiance.

 

Public Comment

The Chairperson announced the public comment period.   Mr. Chris Langley representing the Film Commission, presented the Board with copies of the October 31, 2006 edition of the Inyo register in which there was a front-page story regarding plans to film a major motion picture in Inyo County.   Mr. Langley went on to address issues regarding the County’s funding of the Film Commission efforts, with the Board requesting that Mr. Langley stay for as long as possible to participate in today’s workshop about the Advertising County Resources Program, which provides funding for the Film Commission.   Supervisor Arcularius requested that today’s meeting be adjourned in memory of the Firefighters who recently lost their lives while fighting a southern California wildfire, as well as all firefighters who risk their lives to protect others.   Supervisor Bilyeu requested that today’s meeting also be adjourned in memory of Hazel Shelander who recently passed away and was the niece of Judge Dehy

County Dept. Reports

The Chairperson announced the County Department Report period and there were no reports forthcoming.

Planning-Yucca Mt./Negotiation Authority

Moved by Supervisor Cervantes and seconded by Supervisor Bilyeu to authorize Staff to negotiate a contract for the drilling of deep wells for the Death Valley Lower Carbonate Aquifer Monitoring Program.    Motion carried unanimously.

 

P.W./Darwin Water System Project

Mr. Ron Chegwidden, Public Works Director, reviewed the request for approval of a change order for the Darwin Water System Improvement Project.   He explained that there was approximately $70,000 available in project funds and he is proposing that the County take the steps necessary to spend the money to further improve the Darwin Water System.   He explained that an acceptable option to extend the line to the distribution box has been identified and negotiations for the necessary permits with BLM have begun.   Mr. Chegwidden identified the restrictions, which may affect the County’s ability to proceed with the project, explaining that if the appropriate approvals are received and the Contractor can complete the work prior to the deadline for submitting the final CDBG Grant documents, he will proceed with the additional work, if not, he indicated that the money would be left unspent.   Moved by Supervisor Cervantes and seconded by Supervisor Williams to approve a contract change order for the Darwin Water System Improvement Project to add 800 ft of line at the contract price and authorize the Public Works director to sign the Change Order as provided for by law.   Motion carried unanimously.

 

Workshop Advertising County Resources Grant Program

The Chairperson recessed open session at 9:21 a.m., to convene in a workshop with County Administrative Staff, Advertising County Resource Grant recipients and the public to discuss options for improving the Advertising County Resources Program by reviewing program options and considerations identified by Staff and those that may be forthcoming from the Grant recipients and the public during the workshop; and to provide direction to Staff as to which Program option or options the Board would like to see developed in greater detail.   The Chairperson recessed the workshop at 2:45 p.m.

Adjournment

The Chairperson adjourned the special meeting at 2:45 p.m., in memory of the Firefighters who recently lost their lives while battling a southern California wildfire, and Hazel Shelander the niece of Judge Dehy, and in honor of all firefighters who risk their lives to protect others.
