Public Comment

The Chairperson announced the public comment period and there was no one from the public wishing to address the Board.

County Dept. Reports

The Chairperson announced the County Department Report period. Mr. Tom Brooks, Water Director, notified that Board that the Standing Committee Meeting has been cancelled and he would keep them informed regarding rescheduling dates.

BofS/Fish & Wildlife Serv. Big Horn Sheep Critical Habitat

Mr. Bob Williams and Ms. Marcy Hayworth of the U.S. Fish and Wildlife Service addressed the Board. The Board, Mr. Williams and Ms. Hayworth discussed the Fish and Wildlife Service’s proposal to designate Big Horn Sheep critical habitat in the Eastern Sierra in detail and at length. The discussions included the impact this designation will have on our local economy and how the process will work with permit holders. At the conclusion of the discussion, the Board thanked Mr. Williams and Ms. Hayworth for attending the meeting to respond to the questions from the Board regarding this proposal.

Resol. #2007-51/ Opposing Critical Habitat Designation

On a motion by Supervisor Arcularius and a second by Supervisor Brown, Resolution No. 2007-51 was approved opposing U.S. Fish and Wildlife Service’s proposal to designate over 417,000 acres of the Eastern Sierra in Inyo and Mono Counties as critical habitat for the Sierra Nevada Bighorn Sheep: motion unanimously passed and adopted, with Supervisors Arcularius, Brown and Bilyeu voting yes, and with Supervisors Cash and Cervantes absent.

Resol. #2007-52/ Ag. Comm. Sierra Nevada Conservancy Grant

On a motion by Supervisor Arcularius and a second by Supervisor Brown, Resolution No. 2007-52, entitled “A Resolution of the Board of Supervisors, County of Inyo State of California, Approving the Application for Grant Funds for the Sierra Nevada Conservancy Grant Program Under Proposition 84,” was approved: motion unanimously passed and adopted, with Supervisors Arcularius, Brown and Bilyeu voting yes, and with Supervisors Cash and Cervantes absent.

Adjournment

The Chairperson adjourned the regular meeting at 10:25 a.m., to 9:00 a.m., Tuesday, November 20, 2007, in the Board of Supervisors Room, at the County Administrative Center, in Independence.
