Landfill Scope Questions

The RFP scope of work (Attachment B) mentions CEQA support and working with County planning; are there specific projects at the landfills that have been identified as requiring CEQA compliance? If so, what are they?

I do not anticipate any major CEQA issues. The Bishop-Sunland permit revision, whenever it does occur, will add tonnage and change the lease boundaries. This may require a CEQA application, but will probably be exempted or neg-dec.

RFP Attachment B includes a task to prepare preliminary closure/postclosure maintenance plan updates for Tecopa and Shoshone landfills; please clarify status of these documents and extent of updates required.

While PCPCMP updates for Shoshone and Tecopa are probably in order, we are unable to complete these at this time due to the inability to get sign-offs from the landowners (BLM). In November, our Board of Supervisors will decide whether we wish to buy the sites from BLM or proceed with closure of these sites. In either event, the updates will be needed. Updates will mainly consist of revised cost estimates and maybe redoing the drawings. I understand that these documents are not available elctronically (hard copies only!) so we may wish to convert the hard copies to electronic versions also. In any event, I can foresee this being delayed until FY 10/11.

We understand the Perimeter Gas Monitoring Plans are currently being revised for Bishop and Lone Pine (per comments by CIWMB), and are being drafted for the other 3 landfills, to be completed under the current contract. Pending regulatory approval of these workplans, what specific gas monitoring tasks are anticipated for the remainder of the fiscal year?

Work on this to be done the final three quarters of FY 09-10 would include the construction design plans and installation inspections of the proposed new gas monitoring wells for both Bishop-Sunland and Lone pine. The plans for Independence, Shoshone and Tecopa will be completed and submitted by the end of September, 2009, and construction of wells for these sites is anticipated in FY 10-11. Routine gas monitoring for all landfills will of course continue throughout the contract period.

Relative to the VOC plume at Bishop, only continued monitoring is anticipated for the 09/10 fiscal year; please confirm.

Please provide a list of all franchised or permitted haulers and recent tonnage and program annual reports submitted by these haulers (re: AB939).

I'll need to have Chuck respond to this one. I do have a hard copy of the 2007 Annual Report Summary to the waste board, if that is of any value to you.

Are the NSPS initial and annual design capacity reports up to date?

I believe we are still below the levels necessary for any updates to this so I do not anticipate any work for this in FY 09-10.

Have Lone Pine and Independence EMP’s been approved by RWQCB staff and has a schedule for this work been established?

These were submitted in July, 2009 and we have not received any response to date from the State.
