Board of Supervisors

The Board of Supervisors of the County of Inyo, State of California, met in special session at the hour of 9:00 a.m., on Monday, July 14, 2003, in the Conference Room, at the Administrative Services Office located in the Cottonwood Plaza at 785 North Mail Street, Suite G, in Bishop, with the following Supervisors present:  Chairperson Michael Dorame presiding, Linda Arcularius, Julie Bear, Ted Williams, and Carroll M. Hambleton, Jr.   Supervisor Dorame provided the Invocation, and Supervisor Bear led the Pledge of Allegiance.



Public Comment

The Chairperson announced the public comment period and there was no one from the public wishing to address the Board.


Closed Session

The Chairperson recessed open session to convene in closed session to discuss Agenda Items No. 3.  PERSONNEL (Pursuant to Government Code Section 54957) - Public Employee Appointment - Title:  Director of Planning; and No. 4.  CONFERENCE WITH LABOR NEGOTIATOR (Pursuant to Government Code Section 54957.6) - Instructions to Negotiators re: wages, salaries and benefits -Instructions to Negotiators re: wages, salaries and benefits – Title Director of Planning – Negotiator – Member of Board of Supervisors as designated.



Report on Closed Session

The Chairperson recessed closed session at 5:45 p.m., to convene in open session to receive a report on closed session.  County Counsel reported out that the Board of Supervisors has appointed Ms. Leslie Klusmire as the Planning Director for Inyo County commencing on July 16, 2003, contingent upon the Board’s approval of a contract with Ms. Klusmire on or before July 16, 2003.  County Counsel also reported that the terms of the employment provide that Ms. Klusmire will be paid $3,400 for the period between July 16, 2003, and July 31, 2003; starting August 1, 2003, and thereafter, the rate will be $6,800 per month; she will receive all the same benefits and other forms of compensation as the County Department Heads receive as a group; will receive a $7,000 moving payment; and 10 day credit for sick leave and a 10 day credit for vacation.



The Chairperson adjourned the special meeting at 5:46 p.m.
