Housing Program
Housing complaints usually come under the jurisdiction of either the County of Inyo Building Department or the City of Bishop Building Department (when within the Bishop city limits). These would include structural and utility issues. If the deficiency may result in an unhealthful environment, Inyo County Environmental Health Services Department may assume responsibility. The most common issues which involve Environmental Health are deficiencies which result in surfacing or leaking sewage pipes or systems, mold-related issues, or or insect/rodent infestations. Mobile home parks are regulated by the state of California Dept. of Housing and Community Development (HCD).
Mold
Indoor mold can create an unhealthful indoor environment. There are, however, many different types of mold, and only a few types have been implicated as health hazards. Most of Inyo County has very low humidity and precipitation so most continuing mold situations are a result of housing deficiencies such as leaky pipes, inadequately sealed windows or poor ventilation. This office recommends that, in lieu of costly laboratory speciation of your mold type, that the affected areas be completely removed, AND, the source of the problem be eliminated.
Sewage
Leaking or other surfacing raw sewage inside or outside of a building is a potential health hazard and ICEHS should be contacted to help remediate the situation.
