Inyo County Risk Manager Elected President of National Insurance Pool
HOLMBERG LAUDED FOR DEDICATION
TO SAFETY AND PROTECTING PUBLIC FUNDS
The largest insurance Joint Powers Authority in the nation will soon have one of Inyo County’s own at the helm.
It was announced Tuesday that Inyo County Risk Manager Aaron Holmberg was elected to serve as the 2026 Board President for Public Risk Innovation Solutions Management (PRISM), a member-directed risk sharing pool of thousands of agencies throughout the country committed to risk coverage programs and risk management services. PRISM helps cities, counties, and other public agencies manage risks that would otherwise become a drain on public funds (your tax dollars), as managed by its members. By pooling resources, members get better coverage and lower costs than if they bought insurance individually.
Making the announcement was PRISM CEO Gina Dean who, along with Alliant Vice President Kevin Bibler, gave a presentation to the Board of Supervisors on the value of the County's membership in PRISM and the state of the insurance market for public entities.
“(Aaron’s) a very strong and capable leader of our organization and we’re thankful to have him, so thank you for supporting him and letting him participate in our governance, because it is a really big deal,” Dean told the Board.
District 1 Supervisor Trina Orrill said of Holmberg, “I know that he is an invaluable member of our team and I’m really glad to see that he is out there advocating not just for Inyo County but for all counties.”
Holmberg has served Inyo County for seven years as Risk Manager. He is currently Chair of the ADA Task Force for disability access issues, a vital member of the Threat Assessment Team, Vice Chair of the PRISM Executive Committee, Chair of the PRISM Primary Workers' Compensation Committee, and Vice Chair of the PRISM Underwriting Committee. Holmberg has a Master of Business Administration degree and holds designations including Chartered Property Casualty Underwriter, Associate in Risk Management, and Associate in Underwriting.
Under the direction of the CAO, Holmberg identifies, assesses, manages, and strives to mitigate liabilities that can lead to injuries, illnesses, property damage, and other exposures to help keep the organization functioning effectively. In so doing, he protects taxpayer funds that would otherwise go to pay for those liabilities. He handles notices and investigations of claims for and against the County, employee and volunteer injuries and illnesses (workers’ compensation), contractual risk transfer, loss control and safety audits, and all of the County’s insurance programs.
Holmberg is passionate about his work, dedicated to protecting public funds, and said he looks forward to serving Inyo and PRISM’s other member counties, cities, and special districts as PRISM president.
