A lifelong Inyo County resident, District 3 Supervisor Scott Marcellin is intimately familiar with most communities in the Eastern Sierra – owing in large part to his almost 50-year career as an electrician providing service to households, schools, hospitals, and everything in between.
Marcellin is the third generation to own Rollins Electric, which was started by his mom’s father in 1952. He is also the second generation to sit on the Inyo County Board of Supervisors; that same grandfather, Walt Rollins, served two terms from 1968-1977 as the District 2 representative.
In addition to developing his famously strong work ethic, Marcellin also spent time enjoying many of the trappings of growing up in rural Inyo County, including abundant hunting and fishing opportunities. He started his official electrician’s apprenticeship at age 15, graduated from Bishop Union High School in 1980, and attended both Long Beach City College and Grossmont College before returning home in 1981. Having obtained his journeyman’s card by then, Marcellin worked as an International Brotherhood of Electrical Workers (IBEW) electrician until 1991.
Marcellin met his wife, Yolanda, in 1983; they married in 1985 and have two children, Adam and Amanda, and seven grandchildren. The couple bought Rollins Electric in 1987 from Marcellin’s father, who purchased the business from his father-in-law 1971. Marcellin plans to sell the business and retire by the end of 2025.
Both his dad and grandfather instilled in Marcellin a strong sense of community and philanthropy, the three of them never hesitating to donate labor or other resources to community projects large and small. The family believed strongly in giving back to both Inyo and Mono counties. Marcellin has long-sought out opportunities to serve the public – including as a volunteer firefighter from 1982-1995, a reserve firefighter from 1995-2016, a member of the Bishop Rural Fire Protection District Board of Commissioners from 2016-2022, and 25-plus year member of the Lions Club and Elks Lodge.
It was the desire to serve the community on a grander, more impactful scale – especially with his retirement pending – that prompted Marcellin to run for the office of Third District Supervisor in 2022. He faced two other challengers, ultimately winning election in November. He took office in 2023 and currently serves as Chairperson.
Marcellin also represents Inyo County as a member or alternate member of the following: Ag Resources Advisory Board, Northern Inyo Airport Advisory Committee, Bishop/Rural Fire Protection Ad Hoc Committee, City of Bishop-County of Inyo Liaison Committee, Eastern Sierra Council of Governments, Financial Advisory Committee, Great Basin Unified Air Pollution Control District Board, Indian Gaming Local Community Benefit Committee, Integrated Solid Waste Management Task Force, Integrated Solid Waste Management Hearing Panel, Local Agency Formation Commission, Local Transportation Commission, Owens Valley Groundwater Authority Board, Rural County Representatives of California, Inyo-L.A. Standing Committee, and the Bishop Paiute Tribe Consultation Committee.

- South Barlow
- Manor Market (except off Tumbleweed and east end of Indian Creek from the Tumbleweed intersection)
