Inyo County Launches New Online Systems to Improve Access to Public Records, Streamline Bidding Process
INDEPENDENCE, CA – Inyo County has partnered with two leading providers of cloud-based software designed to streamline operations, modernize document management, improve transparency, and make it easier for the public to access information and do business in Inyo County.
The County recently launched online portals for OpenGov’s eProcurement – a public-sector budgeting, procurement, and financial management system – and CivicPlus’ NextRequest – a public records request management tool – as part of the County’s continuing efforts to enhance public services in the digital age.
“These tools reflect the Board of Supervisors’ commitment to transparency, efficiency, and accessibility,” said Chairperson Scott Marcellin. “By striving to embrace digital solutions, we’re making it easier for residents and vendors to interact with the County in a faster, more user-friendly way. Kudos to our Administration and Information Services staff for their forward-thinking, innovative efforts to improve the myriad services we provide.”
Marcellin added that none of the software is intended to eliminate in-person or over-the-phone service, which will always be available at both the Bishop and Independence campuses. The goal is to make accessing services easier for many who prefer to conduct business online.
NextRequest enables residents to easily submit public records requests, track their status, and access records – ultimately promoting greater transparency and government accountability. By automating workflows and streamlining request processing, NextRequest makes it faster and easier for staff to respond to requests and honor the requirements of the California Public Records Act.

The launch of the new eProcurement Portal similarly marks a significant step forward in modernizing the County’s procurement process. The transition from a traditional paper-based bid solicitation system to a fully automated, web-based platform will make it easier, faster, and more efficient for vendors to do business with the County.

One-Stop Access: The portal serves as the single location for all active and upcoming County bid opportunities.
