Notice of Public Hearing on the Inyo County Permanent Local Housing Allocation Five-year Plan

DATE: November 8, 2022

PLACE: Board of Supervisors Meeting Room, Independence, California, or via Zoom at

On November 8, 2022 the Board of Supervisors will consider the County of Inyo's 2019-2023 Permanent Local Housing Allocation (PLHA) five-year plan and 2021 funding application.  Interested parties are invited to attend and speak on the above matter, or submit comment in advance.  Once approved by the Board, the PLHA  Plan will be submitted to the California Dept. of Housing and Development (CA HCD) on or before November 30, 2022.

In order to receive PLHA funding, the County is required to prepare a five-year plan describing the County's proposed activities to be funded by PLHA funds. The beneficiaries of the program must be very low and low income depending on the activity type and year.  The amount of the PLHA funding over five years will not exceed $622,622 over a five-year period.

Inyo County will use the funds for the predevelopment, development, acquisition, rehabilitation, and preservation of affordable rental and ownership housing, including ADUs, that meets the needs of a growing workforce earning up to 120-percent of AMI.

PLHA funds will be utilized for two programs under this activity:

  • Beginning in year 1 and continuing through year 5, Inyo County will use PLHA funds to provide a low-interest loan program for low-to-moderate income homeowners in need of repairs on their single family homes, or mobile homes set on a permanent foundation, and owners of multi-family rental properties where at least half of tenants are low income households under 60% AMI; and
  • Loans to low-to-moderate income homeowners for the development of ADUs and JADUs for long-term rental, with up to 20% of the loan forgivable if the homeowner can show that the ADU has been rented for at least 5 years to a tenant with income under 60% AMI and 30% of the loan forgivable if the ADU was rented for at least 5 years to a tenant with income under 30% AMI.
