AgPass
Program Overview
The Inyo/Mono Counties Agriculture Pass (AgPass) Program is established pursuant to California Food and Agricultural Code section 2350. This code, established in 2025, allows a county board of supervisors to approve an agricultural commissioner or other agency to establish such a program. Inyo County approved the program through Resolution (add) and Mono County through resolution (add). This program was developed in consultation with the Agricultural Commissioner, Sheriff’s Offices, CalFire, and the Offices of Emergency Services.
This program authorizes the issuance of identification documents enabling qualifying commercial livestock producers, and voluntary managerial employees of these producers, to obtain controlled access to land under their management during or following a disaster in an area under an evacuation order. Access is granted solely for essential livestock and agricultural protection activities and only at the discretion of emergency personnel with permission from the incident command. Possession of an AgPass alone does not guarantee entry into restricted areas.
Program Purpose
The purpose of the AgPass Program is to enhance the resilience and protection of agricultural operations during disaster events by enabling limited access for essential livestock and infrastructure needs. Additionally, this program will enhance emergency response and safety by providing information to first responders for access points, roads withing the property, water access points, and information on critical infrastructure. Access may be granted for activities including, but not limited to:
- Sheltering, moving, transporting, evacuating, feeding, watering, and providing veterinary care for livestock.
- Performing irrigation or essential agricultural activities necessary to protect critical infrastructure.
- Movement of farm equipment required for emergency response or protection of agricultural assets.
- Fueling generators, pumps, or other essential equipment supporting livestock or agricultural operations.
- Providing local expertise to peace officers and emergency personnel when specifically requested, including identifying access roads, water points, and critical infrastructure.
Eligibility Requirements
Eligible participants include qualifying commercial livestock producers and voluntary managerial employees as defined under Food and Agricultural Code section 2350. Applicants must provide documentation sufficient to demonstrate commercial livestock producer status. Acceptable documentation includes:
- An operator identification number issued by a county agricultural commissioner.
- Internal Revenue Service Schedule F (Form 1040), with financial details redacted.
- Agricultural land lease documentation.
- Documentation from the United States Department of Agriculture Farm Service Agency.
- Current registration of a livestock brand with the Bureau of Livestock Identification.
- Apiary registration or nursery license where applicable.
Property Mapping Requirements
Applicants must furnish a detailed description or map of all lands for which disaster access is sought. Maps should identify access gates, roads, waterways, water access points, and critical infrastructure to support emergency response operations.
Training Requirements
All applicants and designated managers must complete approved wildfire safety training consistent with Health and Safety Code section 13105.6. Inyo and Mono Counties currently accept coursework offered through the University of California Cooperative Extension in English and Spanish. This class is available online for a small fee and will generate a certificate following a successful exam that will verify completion of the course.
Renewal Process
AgPass identification documents must be renewed every three years to ensure accurate records of authorized personnel. Renewal requires completion of an approved refresher course on wildland fire behavior and fire safety.
