Bonanza Peak Renewable Energy Project

The applicant has applied to the Board of Supervisors for two Renewable Energy Devel opment Agreements (REDAs) for a renewable energy solar photovoltaic project to be lo-cated on 192 private parcels owned by the Wiley Trust, Section 20 LLC and the Mary McMonigle Trust, in the community of Charleston View, within the Charleston View Solar Energy Development Area (SEDA). The REDAs would allow the applicant to construct a 500-megawatt (MW) photovoltaic solar facility that uses 734,000 fixed tilt or single axis tracker solar panels. The project encompasses approximately 2,400-acres of undeveloped, vacant, open space with some disturbance from roads, abandoned vehicles, and miscella-neous junk piles.  The project has been reviewed pursuant to the California Environmental Quality Act (CEQA) and an Addendum to the Programmatic Environmental Impact Report (PEIR) for the County’s Renewable Energy General Plan Amendment (REGPA), has been prepared. Under the Inyo County Code, approval of the REDAs is within the sole authority of the Board of Supervisors.
